Texas Service Center Update - October 1998

Mr. James Burzynski, Director of the Texas Service Center (TSC), presented his report to the Texas Committee on Laws Relating to Immigration & Nationality in April 1998. His report summarized the following:

Naturalization is the top priority for the INS. Effective April 15, 1998 most N-400 naturalization applications are filed directly with the TSC for initial processing. Charlotte, North Carolina has been selected as a model office for the new INS procedures. The goal of the INS is to complete N-400 processing within 6 months.

The new Application Support Centers (ASC) for fingerprinting are also causing delays in the completion of all types of applications. The system for the Service Center to schedule fingerprinting at designated centers is being created and problem areas are being identified and resolved slowly. It is advisable for the $25 fingerprinting fee to be sent separately since this money goes into a different fee account.

TSC has jurisdiction over the following states: Texas, New Mexico, Oklahoma, Louisiana, Mississippi, Tennessee, Kentucky, Arkansas, Georgia, Alabama, North Carolina, South Carolina and Florida.

Every day the TSC receives approximately three inches of FAX inquiries on I-485 applications. To reduce the volume of these inquiries, the AILA Liaisons with the TSC have created a FAX inquiry form effective from May 1, 1998, for all cases that have been pending for over nine months. Attorneys are required to follow this format to expedite cases.
