Alien Smuggling - Immigration Emergency
Prior to May 1998

The Federal Register of March 27, 1997 contains the Presidential Determination number 97-16 of February 12, 1997 entitled Immigration Emergency Resulting from Alien Smuggling.

President Clinton has directed the use of up to $7.4 million from the Immigration Emergency Fund to cover costs associated with the repatriation of foreign nationals who are intercepted in route to the United States. Since, to date, only $700,000 has been used to cover these costs, the amount to be used to intercept foreign nationals should be increased from $6 million up to $7.4 million which had already been appropriated by the U.S. Congress to be used to cover costs associated with the repatriation of foreign nationals.
