PERM Approvals Get a
New Look

The U.S. Department of Labor (DOL) has announced that, as of November 7,
2005, PERM labor certification (LC) approvals will be printed on blue paper.
The DOL is also eliminating the certification stamp. Though the LC approval
will look different, there are no substantive changes to the PERM program.

It is unclear why the DOL is changing the appearance of the approvals,
though it is likely a measure to reduce or eliminate fraud, for example, to
prevent duplication of the LC or PERM approval. The paper used is likely to
have some security features. Presumably, some PERM approvals were mailed
prior to implementation of this change. Employers, therefore, should not be
surprised to see approvals on both white paper and blue paper over the next
few weeks, since there is a slight lag time between case approval and
receipt of the original, approved labor certification.
