DOL Labor Certification Leader to Change Roles

The U.S. Department of Labor (DOL) announced in August 2005 that its current Chief of Foreign Labor Certification, William L. Carlson, will move to the position of Regional Administrator of the Boston region on October 1, 2005. This is one of several moves within the DOL sections, all scheduled for the same date. Mr. Carlson's previous duties will now fall within the purview of John R. Beverly of the Office of National Programs Administrator.

The role of the Chief of Foreign Labor Certification Division impacts many MurthyDotCom and MurthyBulletin readers. The Chief of Foreign Labor Certification Division has the overarching responsibility for the PERM labor certification process, the labor certification backlog reduction centers, and labor condition applications. In some instances, changes in leadership do not bring about any quick alterations of policy or practices, though there is always a possibility that the change in leadership will, in some way, affect how any one of these operations is handled. Since Mr. Carlson had played a critical role in the PERM program, the change in leadership could further delay and add complications to the already struggling program.

Mr. Carlson will leave behind the legacy of the implementation of PERM and the transition to the backlog reduction center procedures. We wish him success as the new PERM program settles in and we look forward to continued improvements and progress in the area of labor certification processing.
